When Young People Try to Get Around Online Safety Rules: ALN, Hacking Risk and Real Prevention
The UK conversation about online safety is moving quickly.
The proposed under-16 social media ban has opened up a public debate about children, platforms, age checks, privacy, YouTube access, gaming spaces and parental responsibility.
But there is another question sitting underneath all of this.
What happens when young people do not trust the system being built around them?
That question matters.
A ban may reduce some exposure. Age checks may block some access. Platform rules may change some behaviour.
But none of that automatically creates judgement, trust, resilience or safe independence.
This article is not arguing against online safety. It argues that bans and age checks are not enough on their own.
Children and young people also need explicit teaching, supervised access, privacy-respecting safeguards, safer gaming and coding routes, and constructive pathways for technically curious young people.
Young people do not grow digital safety skills by being kept away from everything until 16 and then suddenly released into the online world.
They need boundaries, supervision, explicit teaching, safe practice, trusted adults and realistic routes into independence.
For many children with Additional Learning Needs (ALN), autistic young people, chronically ill learners, home-educated children and socially isolated teenagers, that teaching often needs to be explicit.
Some children will not simply pick up the hidden social rules of the online world. They may need to be taught what other children may learn more casually: what manipulation looks like, how grooming can begin, why moving contact offline is dangerous, why personal information matters, why shame is used by predators, and why asking for help early is safer than hiding a mistake.
This article is written for families in Wales, especially those navigating ALN, home education, online learning, safeguarding, gaming, special interests and post-16 risk.
This article provides general information only. It is not legal advice, cyber-security advice, safeguarding advice or Tribunal representation.
This article does not explain how to bypass age checks, filters, school systems or platform rules. It is about prevention, safeguarding and safer routes for technically curious young people.
Quick answer
Online safety is not just about blocking access.
Bans, filters, age checks and parental controls may all have a place.
But they do not replace:
- explicit online safety teaching;
- trusted adults;
- safer peer spaces;
- privacy-respecting systems;
- legal and ethical cyber routes;
- support for ALN and autistic young people;
- constructive pathways for young people who are technically curious;
- routes to disclose mistakes without shame.
For ALN families, the question is not:
How do we remove all online access?
The better question is:
How do we reduce harm while still building judgement, confidence, connection, learning and safe independence?
This is not an anti-gaming article
We need to start clearly.
This is not an anti-gaming article.
For some socially isolated ALN, autistic, disabled or chronically ill children, gaming may be one of the only accessible peer-social spaces they have.
That matters.
Some children cannot easily access clubs, mainstream friendship groups, school-based social life, sports, youth groups or ordinary hangouts. For them, moderated gaming spaces, shared interests and online play can offer connection, identity, routine and belonging.
Families should not be shamed for recognising that.
The real question is not whether gaming is good or bad.
The better question is:
Which online spaces support safe connection, learning and confidence, and which ones repeatedly create safeguarding concerns?
Those are different questions.
Community safeguarding wisdom
In parent communities, families often build practical community wisdom over time.
We sometimes call this community safeguarding wisdom: the pattern recognition parents and volunteer admins build when the same risks appear again and again.
Parents regularly share safer options with one another.
That may include:
- adult-moderated gaming spaces;
- suitable coding activities;
- online learning routes;
- safer digital hobbies;
- parental-control ideas;
- ways to talk to children about risk.
Parents also discuss new threats as they emerge because unsafe adults and exploitative groups keep changing their tactics.
That informal parent-to-parent knowledge should not be dismissed.
It is often how risk is first spotted.
YouTube is a good example of why blunt categories do not work.
YouTube can carry risks, including unsuitable content, comments, algorithms and misinformation. But it can also be a powerful learning resource. Many families use YouTube for DIY, history, coding, music, electronics, cooking, repairs, culture, languages, special interests and practical learning.
For neurodivergent children, special interests can be the doorway into learning.
A child who will not engage with a worksheet may spend hours learning history, engineering, mechanics, gaming design, music theory or electronics through video.
That is not just screen time.
It may be self-directed learning.
That does not mean YouTube is risk-free.
It means YouTube learning is not the same thing as an unmoderated stranger-contact space.
Online safety policy needs to understand that difference.
Roblox and the problem of platform labels
Many parents experience Roblox as a game.
But parents and community admins may experience it differently when safeguarding concerns repeat.
In our own community experience, Roblox has come up repeatedly in concerns involving adults posing as children, building trust and attempting to move contact offline.
We are not investigative officers, and we cannot prove whether those patterns are organised, opportunistic, or linked simply to where children are spending time.
This does not mean every child using Roblox is unsafe, or that every safeguarding concern on the platform follows the same pattern.
But repeated pattern matters.
At Learn Without Limits CIC, we are not anti-gaming. We have signposted families towards safer, adult-moderated gaming spaces where appropriate.
But we do not treat all platforms as having the same risk profile.
If a platform repeatedly appears in community safeguarding concerns, families are right to treat it with caution.
That is not moral panic.
It is pattern recognition.
Parents should check current privacy, chat, contact and parental-control settings for any platform their child uses, including Roblox, because platform features and risks can change over time.
The policy point is simple:
Online safety should follow the risk pathway, not the platform label.
A child may experience a space as a game.
A predator may experience it as a route to contact.
Those are not the same thing.
If policy treats YouTube learning as a major access problem while treating Roblox-style stranger-contact risks as a side issue, families will not understand the logic.
Bans do not automatically create safety
There is a risk that adults treat bans as if they solve behaviour.
They do not.
A ban may stop some children accessing some services.
It may also push some children into workarounds, borrowed accounts, hidden devices, VPNs, fake details, adult logins or less visible online spaces.
We are not endorsing any of that.
We are saying it is predictable.
Policy has to be tested against real behaviour, not ideal behaviour.
Some teenagers are already discussing how they would get around age gates.
For many, the main concern is not only losing access. It is being asked to hand over real identity, facial data, ID documents or other personal information to platforms they do not trust.
That is a serious implementation issue.
Some young people may see age assurance as safeguarding.
Others may see it as surveillance.
Some may simply comply.
Others may treat it as a challenge.
For some neurodivergent young people, especially those with strong technical interests, pattern-recognition skills, justice sensitivity or deep privacy concerns, avoiding intrusive age checks could become more than ordinary rule-breaking.
It could become a cause.
You cannot safeguard children effectively through systems they immediately distrust and try to evade.
The hacking pathway should be treated as prevention, not just punishment
There is already a recognised issue around young people becoming involved in illegal cyber activity without fully understanding the consequences.
The National Crime Agency’s Cyber Choices programme was created to help people make informed choices and use cyber skills legally. It explains the difference between legal and illegal cyber activity, raises awareness of the Computer Misuse Act 1990 and promotes positive legal opportunities for young people with digital skills [1].
The NCA also warns that young people may get involved in cyber crime without realising they are breaking the law, and that the consequences can affect education, future careers, travel and criminal records [1].
Most technically curious young people are not involved in illegal activity, and technical interest should be encouraged, not feared.
The concern is what can happen when skill, isolation, status-seeking and unsafe peer influence combine.
A poorly trusted online safety system could unintentionally push a small number of young people towards riskier online spaces.
Why hacking spaces can have a similar pull to street gangs
For some young people, hacking spaces may offer the same pull that street gangs offer in another context.
That comparison needs care.
Hacking communities and street gangs are not the same thing.
One may be online, technical and hidden behind screens.
The other may be local, physical and visible in streets, schools or neighbourhoods.
But the psychological draw can overlap.
Both can offer a young person something they are not getting elsewhere:
- belonging;
- status;
- identity;
- recognition;
- excitement;
- challenge;
- protection;
- a sense of power;
- a hierarchy to climb;
- a group that notices their skills;
- a way to feel useful;
- a place where anger or alienation is understood.
For some young people, a risky online hacking space may feel like the first place where they are not treated as difficult, odd, behind, disruptive, isolated or too much.
They may feel clever there.
They may feel respected there.
They may feel needed there.
That is the danger.
A young person who feels invisible in school, misunderstood by services or alienated from ordinary peer life may be more vulnerable to any space that gives them a role.
That might be a street group.
It might be an extremist space.
It might be an exploitative online community.
It might be a hacking forum or Discord server where technical curiosity is praised before boundaries are understood.
For some autistic and neurodivergent young people, the draw can be even more specific. Hacking spaces may offer puzzles, systems, pattern recognition, anonymity, less face-to-face pressure, fast feedback and clear technical status.
A young person who struggles socially offline may suddenly find an online space where being obsessive, precise or technically curious is treated as a strength.
That does not make illegal hacking acceptable.
It means adults need to understand the pull before they can prevent the harm.
If safe routes do not offer belonging, usefulness and worth, unsafe routes may offer those things instead.
What parents should watch for
Parents do not need to panic because a child is interested in coding, gaming, cyber security, privacy, Linux, encryption, servers, networks or online systems.
Those interests can be positive.
They can lead to learning, confidence, college courses, apprenticeships, ethical cyber pathways, digital repair, app testing, robotics, web design, game design or future employment.
The issue is not technical interest.
The issue is secrecy, escalation, unsafe influence and loss of boundaries.
Green flags: healthy technical interest
These signs may suggest the young person’s interest is open, learning-focused and more likely to be positive:
- they talk openly about what they are learning;
- they show projects, code, videos, courses or challenges;
- they are interested in legal routes such as coding, cyber safety, robotics, game design or ethical hacking;
- they ask for equipment, courses, books, clubs or challenges;
- they can explain the difference between learning how systems work and breaking into systems;
- they are willing to talk about online safety and consequences;
- they accept some boundaries around devices, accounts and online spaces;
- they are interested in using skills to build, repair, test or create.
Technical curiosity itself is not the problem.
It may be the route into confidence, learning and future work.
Amber flags: have a calm conversation
These signs do not prove wrongdoing, but they suggest parents may need to ask more questions:
- sudden secrecy around devices, apps, browser history or online contacts;
- new online friends or groups the young person refuses to explain;
- spending time in Discord servers, forums or chats focused on bypassing, exploits, cracking, raiding, leaks or free accounts;
- language that frames illegal access as harmless, clever or deserved;
- talk of teaching companies a lesson, getting around the system or everyone doing it;
- unusual interest in stolen accounts, passwords, tokens, paid game currency, fake IDs or bypassing age checks;
- receiving or offering tools, scripts, files, links or instructions they do not want adults to see;
- using multiple hidden accounts, burner emails, VPNs or privacy tools in a way that seems secretive rather than simply privacy-conscious;
- becoming defensive, contemptuous or unusually angry when asked about online activity;
- sleep disruption because they are online late in private spaces;
- a shift from learning how systems work into trying to defeat systems.
Some of these signs may have innocent explanations.
A young person may use a VPN for privacy. They may use Discord for gaming. They may learn coding from online communities. They may be interested in cyber security because they are bright and curious.
The question is the pattern.
Is the interest open, ethical and learning-focused?
Or is it becoming secretive, risky, hostile, illegal or tied to unsafe peer influence?
Red flags: seek advice quickly
Parents should seek advice quickly if they are worried about:
- boasting about access to systems, accounts, school networks, games, emails or private information;
- doxxing, threats, blackmail, harassment or humiliation of others;
- accessing or sharing private information;
- unexplained money, gift cards, crypto, game currency or paid online tasks;
- stolen accounts or passwords;
- pressure from older teens or adults online;
- threats if the young person tries to leave a group;
- grooming, sexual exploitation or coercion;
- harm to another person, organisation, school, college, employer or service;
- fear that the young person may already have broken the law.
If there is immediate risk, threats, blackmail, exploitation, grooming, criminal activity or harm to another person, parents should seek urgent safeguarding or police advice.
In an emergency, call 999.
A safer parent response
A panicked response can make things worse.
If a parent reacts by shaming, mocking, banning everything overnight or threatening police before understanding what is happening, the young person may hide more.
A safer first response is calm curiosity.
Parents can ask:
- What are you learning?
- Who taught you that?
- Is this legal?
- Would this be allowed on a school, college or work computer?
- Could this affect someone else’s account, money, privacy or safety?
- What would happen if the police, school, college or a future employer saw this?
- Is there a legal way to learn the same skill?
- Would you like help finding ethical cyber, coding or digital skills routes?
The aim is not to excuse illegal behaviour.
The aim is to redirect skill before it becomes harm.
Where parents are worried, they should seek advice early. That may include school, college, a trusted youth worker, a safeguarding lead, Cyber Choices, a cyber safety education route, or another appropriate professional depending on the situation.
“They should not do that” is not a prevention strategy
Some adults respond to harmful behaviour by saying:
They should not do that.
That may be true.
It is also not enough.
Rising substance use among young adults is not acceptable either, but it still happens. UCL research published in 2026 found that among young people in the UK Millennium Cohort Study, reported substance use and potentially addictive behaviours increased between age 17 and age 23 [3].
That does not mean substance use should be accepted.
It means prevention has to understand real behaviour, not just moral disapproval.
The same applies to online risk.
Young people may enter risky spaces for many reasons:
- boredom;
- loneliness;
- peer pressure;
- curiosity;
- status;
- anger;
- social isolation;
- technical interest;
- money;
- shame;
- thrill-seeking;
- a need to belong somewhere.
If safe systems do not offer constructive routes for belonging, usefulness and worth, other routes will.
Some of those routes will be harmful.
That is why Learn Without Limits CIC talks about Bridge.
Bridge is not a soft extra.
It is prevention infrastructure.
Why this matters for ALN and autistic young people
Autistic and ALN young people are not all the same.
Some are highly cautious online.
Some are impulsive.
Some are rule-bound.
Some are socially vulnerable.
Some are technically gifted.
Some are lonely.
Some have strong justice sensitivity.
Some are desperate for friends.
Some may be literal and miss hidden intent.
Some may recognise system flaws faster than adults do.
That diversity matters.
A generic online safety message may not work.
“Do not share personal information” may need to become:
- what counts as personal information;
- why it matters;
- what someone could do with it;
- what to do if it has already been shared.
“Do not talk to strangers” may need to become:
- what a stranger looks like online;
- how adults may pretend to be children;
- how shared interests can be used to build trust;
- why gifts, game currency, secrets or private chats may be red flags;
- why moving to another platform can increase risk.
“Tell an adult” may need to become:
- which adult;
- how to start the conversation;
- what to do if they feel embarrassed;
- what happens if they broke a rule;
- why they should not wait until things get worse.
Some children need explicit teaching because they do not automatically infer the hidden social rules.
That is not a parenting failure.
It is a support need.
Parents need support, but parents also need respect
There is a lazy version of online safety that blames parents.
There is also a lazy version that assumes parents cannot make useful distinctions.
Both are wrong.
Many parents already make careful decisions.
A family may delay smartphone access while still allowing supervised online learning at home.
A young person may use a basic phone for safety at camp, but access online learning resources under adult supervision.
A parent may allow YouTube tutorials but block unsafe chat features.
A family may support gaming but avoid particular platforms because of repeated safeguarding concerns.
That is not inconsistency.
That is risk literacy.
Families are often making distinctions that policy has not caught up with:
- supervised learning is not the same as unmoderated contact;
- YouTube history videos are not the same as endless-scroll social media;
- adult-moderated gaming is not the same as open stranger chat;
- online banking safety education is not the same as handing children unrestricted access;
- ethical cyber learning is not the same as illegal hacking;
- privacy concern is not the same as wanting unsafe access.
Policy should support that kind of careful parenting, not flatten it.
The role of ethical cyber pathways
The National Cyber Security Centre’s CyberFirst programme sits within its education and skills work and is one example of a government-backed route into cyber learning and future-focused technology skills [2].
That kind of route matters.
If a young person is technically curious, the answer is not simply to scare them away from computers.
The answer is to create legal, ethical and recognised pathways.
That could include:
- coding clubs;
- cyber safety education;
- ethical hacking routes;
- digital repair projects;
- robotics;
- app testing;
- website work;
- content creation;
- moderated gaming groups;
- CyberFirst-style opportunities;
- supervised civic tech projects;
- portfolio-building work;
- references;
- accredited units;
- college progression routes.
For some young people, those routes could be life-changing.
The same skills that create risk in the wrong environment can become employability, confidence and purpose in the right one.
But the route has to exist.
It is not enough to tell young people to make better choices if the only spaces offering them belonging and recognition are risky ones.
Where Bridge fits
Bridge is Learn Without Limits CIC’s response to this wider problem of alienation.
Young people need belonging, usefulness and worth.
When education breaks down, they can lose routine, confidence, peer connection, recognised achievement and a clear route forward.
Parent carers can lose income, confidence, professional identity, recent references and mental wellbeing.
Young carers can carry responsibility while remaining invisible.
Bridge is designed to create safer, recognised contribution routes that support confidence, skills evidence, references, Arts Award, AQA units, future college applications, training or employment [9].
This is not about extracting youth voice.
It is not asking young people to tell painful stories so adults can write reports.
It is about contribution, credit, progression and practical change.
As part of this work, Learn Without Limits CIC is developing Bridge opportunities that can support technically curious young people to use their interests safely and constructively.
That may include routes linked to app testing, accessibility review, basic digital contribution, website support, content support, digital repair, supervised project work, portfolio evidence and future accredited learning where appropriate.
These opportunities will need to be carefully designed, supervised and safeguarded. They are not a substitute for specialist cyber education, police diversion, school or college support where those are needed.
But they are part of the wider prevention picture.
A young person who is curious about systems does not need to be pushed towards criminality before adults take their skill seriously.
They need somewhere legitimate to put it.
The principle is simple:
If young people need challenge, belonging and status, we should offer constructive routes before harmful spaces recruit them first.
What policymakers need to understand
Online safety policy cannot be built around the young person adults wish existed.
It has to work with the young person in front of us:
- the bored one;
- the angry one;
- the isolated one;
- the autistic one;
- the chronically ill one;
- the technically curious one;
- the one who distrusts services;
- the one who is privacy-conscious;
- the one who has already learned that consultation does not always lead to change.
That does not mean giving young people whatever they want.
It means designing prevention around reality.
If the system introduces age assurance that young people experience as intrusive, unfair or unsafe, some will try to avoid it.
If platforms are categorised badly, families may lose learning access while riskier contact pathways remain.
If children are banned from everything until 16 without explicit digital safety teaching, some may enter the online world less prepared, not more.
If technically able young people are treated only as risks, some may find recognition in the wrong places.
If parents are blamed but not supported, safeguarding becomes weaker.
If families’ community wisdom is ignored, policy will miss obvious risk patterns.
What good prevention would look like
Good prevention would not rely only on bans.
It would include:
- age-appropriate boundaries;
- supervised access;
- explicit online safety teaching;
- privacy-preserving age assurance;
- safe alternatives for learning access;
- clear protection from stranger contact;
- platform-specific risk assessment;
- serious scrutiny of gaming spaces;
- support for parents of ALN and autistic children;
- routes for children to disclose mistakes without shame;
- ethical cyber pathways;
- diversion routes for technically curious young people;
- youth contribution routes that build confidence and evidence;
- public guidance that distinguishes different platform risks.
Online safety is not just about keeping children away from harm.
It is also about helping them build the judgement, confidence and support networks they need to stay safer as they grow.
Final thought
Young people need safer routes into belonging, skill, recognition and independence.
Some will find those things in healthy spaces.
Some will find them in risky ones.
Gaming communities, hacking spaces, online subcultures, substance use, exploitative networks and unsafe peer groups can all offer something that young people are missing elsewhere.
That does not make harmful behaviour acceptable.
It makes prevention urgent.
The answer is not to choose between total freedom and blunt restriction.
The answer is to build the missing middle: boundaries, teaching, safer access, ethical routes, trusted adults, progression pathways and real opportunities to contribute.
If we want young people to make better choices, we have to give them better routes.
